Thousands arrive in an hour, many from the motorway at speed, and the access road from the main road to the parking fields is several hundred metres long. Supporters walk along it from the overflow parking. The mistake is using this limit throughout. Twenty mph between rows of parked cars, with families walking to the turnstiles, is far too fast. Pick a size people can read from where they will stand. As a cautious rule, using the distance-factor method in ISO 3864-1, allow roughly 1 metre of reading distance per 25 mm of sign height (measured on the shorter side). Check it against your own risk assessment.
